The idea of a foreigner fluctuates in an intermediate position between the community and society, between strong and weak ties. It is in the neighborhood, in the public space where the unexpected, the urban, the contradictory, the absurd appear. Socially constructed, cities are places where expressive and communication phenomena take place and one way of understanding it has to do with the experience of inhabiting it. La Ribera neighborhood located 8 kilometers south of the center of Villa Mercedes (San Luis) in Argentina, was inaugurated on April 19, 2003 and occupies an approximate area of 350 hectares with more than twenty thousand inhabitants.
