Was born in 1976 in Baku, Azerbaijan. Graduated from the Azerbaijan State University of Economics (UNEC). He holds a PhD in economics. Works at Scientific-Research Institute of Economic Studies under Azerbaijan State University of Economics (UNEC). Married, has two children.
