Esa H. Jumlail, Jr. (RSW, LPT, MSW, CGM, DPA car) is a faculty member of the College of Social Work and Community Development, Western Mindanao State Univeristy. As an educator and a junior researcher his interests include public administration, social work, governance, laws, programs and services, and community organizations. Aside from being an academician the author also experiecned working in auspice of the Deparment of Social Welface and Development and in the Department of Education.
