A citizen is a person who lives in an open and democratic society. Closed and authoritarian societies are occupied by subjects. They accept the values, principles, dignity of all, and human rights, and participate in political and social life. They reject hatred and the friend-enemy dialectic and relate to others based on civic friendship. They distinguish between private and public ethics, which is the ethics of political action and which establishes the objectives of power and its law, as well as free social action. They may be believers or non-believers and defend the free Church, separate from the free State.
