This book is an overview of some of the author's texts, with which she tries to encourage critical thinking and active engagement of all employees in the Croatian state administration. Today, civil servants are labeled as idlers and a burden. But the reality is quite different: educated and hard-working state and public employees were relegated to the lowest positions while management roles were assigned to political cadres, often uneducated careerists with purchased diplomas. The system is blocked because it does not recognize or give opportunities to the capable employee - so they would not endanger the politically appointed and incompetent.  State administration is often compared to a swamp whose surface is covered with algae and the fish suffocate without air and light. Another part of the state's problem is gerrymandering and the electoral system that favors the ruling party. It ensures a parliamentary majority with a minimum majority of votes. And because of disbelief in political changes, most voters abstain.  And as a final consequence of the cemented and unchanging political system, corruption and trade in influence occurs at all levels: political, local, judicial, bureaucratic and even in health and education! The rule of law is paralyzed by numerous bad laws, ineffective and politicized judiciary. The author also gives useful tips for better communication between political leaders and citizens.
