This monograph presents ΞII, a unified ontological and computational framework that derives physics, cosmology, consciousness, and ethics from two co-arising primitives: the act of distinction Ξ and the operator of structuring II. From this minimal basis, we construct a hierarchical architecture of twelve interlocking layers, each grounded in explicit mathematical postulates, operational definitions, and falsifiable predictions. The core thesis is that existence is not substance but process: a thing persists not because it is made of fundamental building blocks, but because it is distinguished from what it is not and structured into a coherent pattern. Stability is quantified by an integrity functional I(P); co- herence by a radius Rc(P); and their trade-off by the invariant balance law I(P) · Rc(P) = ξ0. A toroidal state space T 2 with harmonic closure ratio R/r = π yields universal thresholds C2 ≈ 0.682 and φc ≈ 2π/3, which govern transitions between fragmented, metastable, and self-referential regimes. The framework integrates quantum foundations (via the spectral selector L and holographic probability), cosmology (via ontological return Ψ → Ψ0), neuroscience (via the Pattern of Experience and critical slowing down), economics (via two-cycle toroidal dynamics), and ethics (via integrity-proportional responsibility). All claims are accompanied by explicit calibration protocols, uncertainty quantifi- cation, and conditions for empirical rejection. This Introduction motivates the shift from “what is everything made of?” to “how is anything possible at all?”, maps the twelve-layer architecture, and provides instructions for navigating the monograph.
