Description

Artificial intelligence is rapidly becoming part of the infrastructure of vocational education. It can support curriculum planning, learner services, work-based learning, resource allocation, assessment, and quality assurance. Yet its use also creates serious questions about professional authority, privacy, fairness, reliability, and accountability. This book presents a human-centred governance and management framework designed specifically for Thailand's Higher Vocational Certificate institutions. Drawing on Thai legislation, vocational qualification standards, quality-assurance requirements, national AI guidance, and international research and standards, it connects responsible AI principles with the realities of vocational education. The framework combines six integrated components: educational purpose and public value; human authority and stakeholder voice; data and infrastructure stewardship; proportional risk controls; lifecycle accountability; and evidence-based continuous improvement. It also provides a three-tier classification of AI use cases, practical safeguards, governance roles, lifecycle controls, an implementation roadmap, and an evaluation dashboard. Rather than promoting technology-led adoption, the book argues for decision augmentation: AI should strengthen evidence and professional judgement without replacing accountable human decision makers. It offers policymakers, vocational leaders, quality-assurance bodies, educators, researchers, and institutional managers a practical foundation for testing, governing, and evaluating AI responsibly.
