Ukraine has long been described as a buffer state—a country positioned between larger geopolitical and economic centres of power. This book argues that reconstruction offers an opportunity to move beyond that role. Beyond the Buffer State develops a strategic framework for rebuilding Ukraine as a hub of scientific, technological, industrial, infrastructural and institutional capability. Drawing on international experience and Ukraine’s own strengths, Serhii Muravitskyi examines how reconstruction can create difficult-to-replace capabilities, embed Ukraine more deeply in international networks, and generate durable external stakes in the country’s stability and success. The book moves beyond the conventional understanding of reconstruction as the restoration of what was destroyed. Instead, it treats reconstruction as capability creation: an opportunity to strengthen Ukraine’s position in European and global economic, technological and institutional networks. It examines experimental governance, innovation ecosystems, advanced materials, defence technology, infrastructure and international economic integration as elements of this transformation. At the centre of the argument is the concept of deterrence by embeddedness: the possibility that strategically valuable international relationships can increase the external costs of disruption and thereby complement—not replace—military capability, alliances and formal security guarantees. The result is a practical vision of Ukraine not as a territory between competing powers, but as a capable, connected and increasingly difficult-to-bypass strategic hub.
